Starfleet Headquarters was the base of operations for Starfleet, located in San Francisco on Earth. In an alternate timeline of 2259, Starfleet was decimated by X, and several Starfleet personnel were left to clean up after the attack.
James T. Kirk, Spock, and Doctor Leonard McCoy attempted to enter the facility but were turned away by guards placed by X at the entrance. They later sneaked in through an air duct, but they were soon found out and taken before X for judgment.[1]
